it is proposed to apply new rules to the sale and installation
of replacement catalytic converters for cars and light commercial
vans. The rules will apply to both original and after-market
replacements.
Under these rules you would only be allowed to
sell or install replacement catalytic converters that are
approved to EU emission standards for vehicles approved to
such standards and which were first used on or after 1 January
2001. All catalytic converters must be marked accordingly
and are accompanied by certain information including the vehicle
models for which the product is suitable.
You may however, continue to sell for such vehicles
- or install them - catalytic converters that either...
- Are of a type approved to EU emission standards before
31 October 2002, or
- came onto the market before 31 October 2002 and have the
appropriate labelling and specified information - even if
they are not approved to EU emission standards.
You will also be able to continue to sell and
install non-approved catalytic converters for vehicles:
- First used before 1 January 2001 and/or
- not originally approved to EU emission standards
It will be illegal to supply non approved catalytic converters
for vehicles approved to EU emission standards and first used
on or after 1 January 2001. You must make sure that such products
are marked or labelled to show this prohibition.
These proposals are subject to statutory consultation
and ministerial approval
